欧战拒绝执行国际足联新规：不因“遮挡嘴部”红牌示警

业内5月20日讯《卫报》消息，欧足联（UEFA）已明确表示，旗下赛事将不会实施国际足联（FIFA）最新推广的裁判执法新规。新规主要针对球员争执中遮挡嘴部交流及因判罚不满而离场或集体罢赛抗议的行为，违规者将面临红牌处罚。

按照计划，国际足球协会理事会（IFAB）批准的新规将于2026年6月1日起正式生效，并在世界杯比赛中实施。然而，欧足联已明确表示，欧冠、欧联杯、欧协联以及女足欧冠等赛事将不会同步实施该制度，这也凸显了FIFA与欧洲足球体系在规则执行理念上的分歧。

FIFA推动新规的背景与近年来多起争议事件有关，其中最引人关注的是今年2月欧冠比赛中的事件。维尼修斯指控本菲卡球员普雷斯蒂安尼在争执中存在歧视性言论，该事件引发舆论关注，欧足联纪律委员会介入调查并处罚涉事球员。FIFA认为，遮挡嘴部会增加“隐蔽交流”的风险，可能妨碍裁判监管，希望通过严厉处罚减少争议。

另一导火索则来自2025年非洲国家杯决赛。塞内加尔国家足球队球员因不满点球判罚集体离场抗议，比赛一度中断15分钟。尽管球队在加时赛中获胜，但非洲足球联合会判定塞内加尔违规，直接判摩洛哥3比0获胜。这起事件促使FIFA考虑强化即时处罚机制。

不过，欧足联对此持谨慎态度。内部认为，球员遮挡嘴部可能只是正常战术沟通，若一律出示红牌，可能导致裁判执法尺度过严。对于情绪化抗议行为，欧足联倾向于根据具体情况处理，而非自动升级为极端处罚。

目前来看，新规将在世界杯率先实施，但欧洲俱乐部赛事短期内仍将维持现有规则体系。欧足联裁判委员会计划在世界杯期间观察新规实际效果，再决定未来是否进一步跟进。
