在之前的欧洲附加赛中，意大利点球输给了波黑，错过了世界杯决赛，这将是他们连续第三次错过顶级赛事。伊朗成功晋级，并被分为小组赛G组，位于美国。

这一提议的背景是美国和伊朗之间的冲突，以及美国和意大利政府之间的差异。意大利总理乔治亚·梅洛尼此前明确表示，他不会参与相关的军事行动，并批评一些军事打击。这引起了特朗普的不满，他甚至公开表示，他可能不会在未来支持意大利。

然而，从规则的角度来看，实现这一建议的可能性非常低。国际足联主席因凡蒂诺明确表示，伊朗“必须参加比赛”，因为他们是通过正常渠道晋级的球队。根据国际足联的规定，只有当球队退出或被取消资格时，其他球队才能替补，而替补是否完全由国际足联决定。
